BloodMoonFrequency in serverconfig.xml sets the cadence (default every 7 days), BloodMoonRange adds random day variance so horde night stops being predictable, and BloodMoonEnemyCount sets how many zombies can be alive at once per player during the event, with MaxSpawnedZombies as the overall cap. Set BloodMoonFrequency to 0 and hordes never come at all.
For overhauls, yes: Darkness Falls and similar mods must match the exact same version on the server and every client, and clients need EAC disabled to load them. Server-side XML modlets are different: they live only in the server's Mods folder, push their changes to clients automatically with no download, and work with EAC on, which makes them the easiest way to tweak loot, spawns and vehicles.
Minor patches usually carry saves forward, but The Fun Pimps recommend starting a fresh world on major releases because world generation and progression change underneath the save.
